GAMBLING ANALYSIS ON POLLUTION CONTROL AND EMISSION REDUCTION STRATEGY OF MAIN & TRIBUTARY STREAMS UNDER COMPENSATION-REWARD MECHANISM

Stream is composed of several main and tributary streams, an interactive and complicated system. Stream water pollution and eco-environmental issues need a cooperation of main streams and tributary streams. Most studies are focused on water pollution prevention and controls of upper-to down-stream, less on the cooperation of main and tributary streams, which is hard to conduct a whole-stream cooperative water pollution control. This paper, aiming at a systematic solution to trans-boundary stream water pollution, presents a whole-stream water pollution control which extends upper-to down-stream water pollution control to main and tributary streams, on which evolution and factors of governmental decision are analyzed. Based on a gambling evolution model, this paper establishes a triple governmental gambling return matrix and a dynamic equation, discusses a stable evolution path under compensation-reward mechanism, and analyzes the stability conditions of gambling balancing strategy. Numeric simulation is used to study the pollution migration coefficient, rewards of main stream government to tributary stream government and initial pollution control will. Results show that the major factor among tributary governments, the bigger pollution migration coefficient in one tributary stream, the lower will of the other tributary streams to control pollution. If the coefficient is larger than the critical value, the other tributary governments prefer to do nothing. The higher initial will to control pollution of the tributary government, the larger the coefficient. Factors between main stream and tributary stream governments are compensation and rewards of main stream government to tributary steam government, and ecological compensation of tributary stream government to main stream government, the more rewards, the higher will to control pollution. This paper provides references for main and tributary stream governments to make ecological compensation and rewarding mechanism to reach pollution control and emission reduction.

The blooming real estate industry in China leads to vast environmental issues, which has been ignored by existing references while measuring the total factor productivity of real estate industry. It can't reflect the real development of China's real estate industry. This paper selects pollution discharge as non-ideal output and uses Malmquist-Luenberger index to measure their green total element factor productivity (GTFP) of China's real estate industry in 31 provinces and establishes panel data model to analyze the multiple factors of productivity. The GTFP of China's real estate industry shows a slowly rising trend during 2008 to 2017, higher in eastern China than the western China, and the central China keeps the same pace with the nation's average, growing effect induced by technical progress is the major drive to productivity, pursuing effect from technical efficiency has little influence. Actually, growth of productivity is positively pushed by developing level and return on investment of real estate industry, but negatively by capital intensity, nothing related to labor productivity. Environmental regulations displays an upended U with productivity, indicating innovative compensation effect induced by rational environmental regulations overcomes the cost negative effect. Hence, ‘Porter Hypothesis' applies to China's real estate industry.

Overall changes in farmland to some extent mark the developing rules of regional social economy, human activities and urban changes, of significance to research urban developing process. This paper, in terms of Xi'ning's land use survey data 2009 to 2016, uses spatial vector data of dry land and watering land by processed by Arcgis to analyze its farmland dynamics, changes and core shift, and discusses the actual land overall changes and spatial distribution of three counties and four districts in Xi'ning in recent years, revealing an inner relation between urban development and farmland changes. SAS, SPSS and EXCEL are used to forecast the future farmland overall changes in Xi'ning city and to study its impact on future urban development moderation, offering a theoretical basis for Xi'ning to balance the relation between farmland protection and urban development amid the future natural resource planning.

Exploration and development of shale gas results in large quantity of water consumption, underground and surface water destruction, soil pollution and loss. China currently lacks of environmental protection laws or regulations in shale gas exploration and development, poor management in supervision, and has no effective development technology. In order to avoid environmental issues in large scale developing shale gas, governments and enterprises need to establish environmental protection laws and regulations and supervision mechanism, to intensify admission in environmental protection and planning, to determine risk responsibility and optimize emergency management, and to promote technical research and innovation by increasing investment and setting up specific projects.

Trading promotes economy, and impacts on energy consumption structure as well in trading countries. Thanks to technical advance, the economic value produced by unit energy consumption has been improved. This paper uses the relative efficiency comparison to study the influence of the bilateral trading on economy and energy consumption. This paper applies DEACCR mode to measure the change in energy economy efficiency and energy environment efficiency in China and the UK, and analyzes the relationship between trade and energyeconomy relative efficiency by means of multiple regression. As the bilateral trading goes on, energy economy efficiency has been promoted with higher economic value of unit energy consumption, favorable for the sustainable development of the two countries. There is little influence on their energy environment efficiency, but it still needs to adjust and optimize the trading structure.

This paper applies Arcgis and SPSS to analyze the satial pattern and factors of China’s wind turbine manufacturing,and discusses its features and factors to provide a scientific reference in ordered pattern.China’s wind turbine manufacturing has formed a relatively complete industrial chain,displays a scattering distribution spatially,but national and regional manufacturing centers are forming.Large machine manufacturing enterprises own many bases,but parts manufacturing ones adopts different strategy.Policy and technology are two key factors in their spatial pattern.Regional economic openness impacted the foreign capital in the beginning of industrial development.Market,labor’s ability and industrial basis are also the vital factors.

In order to meet the information needs of geological data users, this paper, by using complex network theory, defines the concept of geological data information entity, constructs the complex network of geological data information entity, and put forward geological data information service model based on the complex network. To validate the model, this paper collects 513 geological data from National Geological Archives of China, chooses the applicable information entities, and construct the complex network of geological data according to the simulative user needs with the analysis results as feedback to the user. The results show that this model can provide the corresponding information service from vast geological data according to user needs.
